How to use this resource center
These guides are written for operators, landlords, and investors who have to act on New Jersey rules rather than read about them. Each one follows the same structure: the controlling authority under CREAMMA (P.L. 2021, c. 16) and N.J.A.C. 17:30, the procedural sequence the Cannabis Regulatory Commission actually follows, a working checklist, the failure patterns we see most often, and answers to the questions clients ask before a filing deadline.
If you are early, start with the license class that matches your intended operation — Class 1 cultivation, Class 2 manufacturing, Class 3 wholesale, Class 4 distribution, Class 5 retail, or Class 6 delivery — then read the municipal siting material on distance and buffer rules and host community agreements.
If you are already licensed, the operational risk usually sits in ownership disclosure and audit readiness: review true party of interest rules, CRC audit preparation, employment and testing law, and the tax posture created by New Jersey's 280E decoupling. Hemp and beverage operators should begin with P.L. 2026, c. 7 and the ABC beverage restrictions.
Guides are analysis, not legal advice, and rules change between publication and your filing date. When a deadline, notice of violation, or hearing is involved, move to the matching practice page — CRC licensing, municipal zoning, or administrative defense — and schedule a consultation.
